Congress is nearly finished with the Appropriations bills for fiscal year 2008 but the President is gearing up to veto some of the bills that he determines are too costly. The appropriations process is hardly transparent and little understood. Take some time to read these two reports (one short, one long) to fully understand what the spending process involves in Congress.

Filibusters and Cloture in the Senate
Tonight, Senate Majority Leader Harry Reid will force the Senate to debate a bill, the Reed-Levin Iraq bill, all night in an effort to highlight continued Republican efforts to filibuster legislation related to Iraq. For a general understanding of the nature and history of filibusters and cloture votes, this CRS report is an essential read. This report covers the conduct of filibusters, quorums and quorum calls, and the invoking of cloture. Before you read and comment about the big Senate showdown tonight, you have to read this report.
