Parliamentary procedure in the House and Senate is difficult to understand. I’ve been looking for a good intermediate level procedural reference, maybe something between the books summarizing Congress, but not quite to the level of an encyclopedic reference of procedural precedents.
One good source is the Library of Congress’s How Our Laws Are Made, with short summaries organized chronologically throughout a bill’s introduction, consideration, and passage.
I just came across the Parliamentary Outreach Program, in the website of the Rules committee. Intended for members and staff, this seems to be a more robust set of resources, frequently referencing the House Rules, and organized by topic and also by experience level.
While the program seems not to be continuing in the 110th Congress, (it’s hard to tell from the public website), this set of resources is helpful, and should be maintained for the public.
