NARA Suspension

Another thought on NARA suspending its Web Harvesting of executive agency sites: (Whether this extends to legislative sites is unclear.)

Effective digital preservation is both distributed and centralized. The fact that agencies have backups of their sites isn’t a reason to abstain from keeping a centralized repository of public digital information.

NARA’s strategic plan and their statutory mandate should be compared with their current treatment of digital preservation in a developing digital context. Perhaps the jurisdictions between GPO, NARA, LOC, and the individual agencies they work with are a little less clear than might be expected, and maybe formal responsibilities need to be more explicitly defined by Congress, as they relate to digital preservation and online information access.

These jurisdictions strike me as a work in progress, especially when maneuvers as broad as moving FDLP from GPO to LOC have been considered in the last few years.
