		<description>Wouldn&#039;t bulk downloads only benefit those that are replicating all of the government&#039;s data in mass and doesn&#039;t do much for someone trying to find a single document?  I&#039;d prefer open folders with the files in plain view.  For example: http://thomas.loc.gov/home/gpoxmlc111/ or http://uscode.house.gov/pdf/2006/</description>
